The Prince George’s County Family Justice Center Foundation is governed by a board of directors, a dedicated team of advocates and community members committed to supporting the mission, vision, and strategic goals of the Prince George’s County Family Justice Center and Foundation. Our board of directors provide guidance to the foundation through their commitment to change lives and restore hope to those impacted by domestic violence, sexual assault, human trafficking, and elder abuse.

Quantier Loy, is a dedicated community leader and domestic violence advocate committed to advancing the mission of the Family Justice Center and strengthening the services it provides to the Prince George’s County community. Quantier brings extensive experience in program management, strategic planning, customer engagement, compliance, and organizational operations to her role as Board President. She was drawn to the Family Justice Center because she believes its work is vital to the community and was inspired by the exceptional services provided to individuals and families when they need support most. As a proud Prince George’s County resident, Quantier is passionate about ensuring that community members know these resources are available and is committed to doing her part to help make the community safer, healthier, and stronger. She is passionate about building meaningful partnerships, supporting fundraising and community engagement efforts, and helping the Family Justice Center create lasting impact. Beyond her professional and community service, she is a proud wife and mother of four, grandmother of two, and considers her family and commitment to serving others among her greatest sources of purpose and pride.

Horace C. Ward III, MBA, MSL, PMP

Horace C. Ward III
– Treasurer

Horace C. Ward III is a cybersecurity, governance, risk, and compliance professional with advanced expertise in cybersecurity law, program management, and emerging technologies. He holds an MBA and a Master of Science in Law with a concentration in Cybersecurity Law and has completed an ABA-approved Graduate Paralegal Studies program at George Washington University. A U.S. Navy veteran, Horace brings more than a decade of leadership experience and has supported organizations across the federal government, financial services, and defense sectors. As Principal Consultant of Red Diamond Consultants, LLC, he specializes in CMMC, GRC, AI governance, cybersecurity risk, and the intersection of technology, law, and regulatory compliance. His work focuses on helping organizations build resilient governance programs that responsibly integrate cybersecurity, artificial intelligence, and emerging technologies while managing legal and regulatory risk.
